The People’s Committee of Binh Dinh province has just approved the general planning task at a scale of 1/5,000 for Cat Khanh Urban Area in Phu Cat district . This area is located by the sea and has a fishing port, and Binh Dinh province expects it to have significant development in the coming time, especially on the important coastal road.
The planning area covers the entire territory of Cat Khanh commune , with an area of more than 3,000 hectares . Cat Khanh urban area will be located in the southern center of De Gi lagoon and is expected to develop into a town. It is forecasted that by 2030 , the population of this urban area will reach about 25,000 people , and increase to about 40,000 people by 2040 .

Cat Khanh commune , Phu Cat district, Binh Dinh province currently takes advantage of a convenient transportation network, with a coastal road connecting to Quy Nhon city . De Gi fishing port also attracts seafood trading ships. Mr. Tran Viet Bao , Director of Binh Dinh province’s Department of Construction , said that the coastal urban development plan in Cat Khanh commune is part of the province’s investment concentration strategy. This area will be divided into the southern urban area of De Gi and the northern urban area of De Gi. These plans are all aimed at attracting investment, and Cat Khanh commune will move up to town level in the near future.

PHU CAT DISTRICT PLANNING TO 2030
Phu Cat district will have a total of 06 urban areas in the planning, including: Ngo May, Cat Tien, Cat Khanh, Cat Hai, Cat Thanh and Cat Hanh. This area will become a key tourism development area of Binh Dinh province, a center for national air, road and sea transport services.
On November 3, 2021, the People’s Committee of Binh Dinh province issued Decision No. 4389 to approve the construction planning project of Phu Cat district until 2040, with a vision to 2050. The planning project covers the entire administrative territory of the district, including 02 towns and 16 communes, with a total area of 680.7 km2.
The population is expected to reach about 245,000 people by 2030, of which the inner-city population is about 86,200 people. By 2040, the population is expected to increase to about 300,000 people, of which the inner-city population is about 113,500 people.
Economically, it is expected that the total number of workers participating in economic sectors by 2030 will account for about 65% of the population and increase to 67% by 2040.
The expected urban construction land area by 2030 is about 2,184 hectares and will increase to 2,493 hectares by 2040. The expected rural residential land area by 2030 is 5,286 hectares and will increase to about 5,576 hectares by 2040.
Phu Cat district planning plan will be developed into 03 different sub-zones as follows:

Industrial, urban, commercial, and airport logistics service zoning: Located in the center of the district, this zoning includes Ngo May town and the communes of Cat Tan, Cat Trinh, Cat Tuong, Cat Nhon, and part of Cat Hanh commune. The development plan includes expanding the warehouse and yard service area north of Phu Cat airport and expanding Ngo May town to the southwest, including Phu Cat airport.

Urban, tourism, service, and marine economic zoning: Located in the north and east of the district, this zoning includes Cat Hai commune, Cat Tien town, and parts of Cat Hai, Cat Minh, Cat Thanh, and Cat Khanh communes. The plan focuses on developing urban, commercial, tourism, and service areas along the coastal route DT.639. Orientation to develop Cat Khanh urban area into a tourism, marine economic service urban area.

Agricultural, forestry, fishery and industrial zoning: Includes the following zonings:
- The forestry area is located west of the North-South expressway, including the communes of Cat Son, Cat Lam, Cat Hiep, and part of Cat Hanh commune.
- The agricultural area is located in the southeast of the district, including the communes of Cat Thang, Cat Chanh, Cat Hung and Cat Tai.
- The fishing area is located in the northeast of the district, including part of the communes: Cat Thanh, Cat Khanh and Cat Minh.
- The industrial zone will develop west of the North-South expressway.
By 2030, Phu Cat district is expected to have a total of 06 urban areas, including: Ngo May, Cat Tien, Cat Khanh, Cat Hai, Cat Thanh and Cat Hanh.
Phu Cat district will focus on developing eco-tourism and bringing diversity in tourism types and products. Plans include developing Hoi Van hot spring tourist area, Chanh Thang mineral spring tourist area, Ba mountain eco-tourism area, Trung Luong – Vinh Hoi tourist area , along with exploiting and developing the coastal area from Cat Tien to Cat Khanh.
